If Mr. Pennefather-Evans is not to return to Hong Kong where is a successor to be found? His importation from Malaya had a bad effect on the morale of the Force with a competent officer like Mr. Perdue available locally. Mr. Perdue was a very unfortunate officer, Mr. Sparrow is 41 years old and should eventually qualify for top post. There seem to be two things to guard against in future in the Hong Kong Police: (a) permitting gazetted officers to serve throughout their careers in Hong Kong without having experience of police work elsewhere. (b) the appointment as Commissioner of any office who is likely to hold the post for longer than seven years,
